The Secretariat of Prizes and Betting has published Ordinance SPA/MF No. 817/2025, which establishes the Regulatory Agenda for the sports betting and online gaming market for the 2025/2026 biennium. This marks an important milestone in consolidating a solid, transparent, and balanced regulatory environment for the betting sector in Brazil.

Among the initiatives outlined in the Agenda, one highlight is the regulation of the economic chain associated with betting operators, scheduled for the third quarter of this year. This initiative aims to encourage the national positioning of foreign companies operating within Brazil’s iGaming ecosystem.

The creation of a distinctive seal for authorized betting operators will offer greater security and convenience for bettors, making it easier to identify websites officially authorized by the Brazilian Government.

The establishment of a National Betting System will support cooperative federalism and promote a systemic national framework for the regulation of prizes and betting. This will be achieved through coordination with states and the Federal District, the dissemination of best practices, and the definition of minimum national standards.

Lastly, the Agenda includes a revision of the authorization procedure for betting operators. The goal is to enhance the process defined in Ordinance SPA/MF No. 827/2024 by incorporating lessons learned during the first authorization cycle.

These initiatives are expected to position Brazil as one of the world’s leading regulated jurisdictions, fostering a more transparent, competitive, and stakeholder-aligned industry. With the consolidation of this regulatory agenda, Brazil is set to take a sustainable leap forward in building a modern, responsible betting industry aligned with international best practices.
